February 2023
Following public consultation on the Master Plan 2021 and feedback from the Commonwealth
Government and other stakeholders, we have updated the plan, retaining the existing western
boundary on the main apron in situ. Our vision remains to grow a State Significant place into
Australia’s leading Metropolitan Airport and be recognised as a centre of excellence for
General Aviation and flight training.
A summary of our targeted changes to the plan are set out below. We note most of the
Master Plan 2021 remains unchanged.
AVIATION DEVELOPMENT PLAN (ADP)
Moorabbin Airport is focussed on general aviation flight training activities. Fixed-wing and
rotary training operations comprise 90% of all movements at the Airport.
The ADP, outlined in chapter 7 of the Master Plan 2021, has been updated and sees
the existing western boundary on the main apron remaining unchanged.
Other updates include growth opportunities for aviation customers through new and expanded
sites, built form extensions and updated aprons.
Aviation infrastructure and facilities
We have previously consulted on aviation infrastructure and facilities. They are safe,
sustainable and fit-for-purpose. Recent aviation investment includes:
- Airfield lights upgraded to LED
- Construction of 20,000 sqm of apron
- Construction of premium aviation hangars on the Northern Apron
- Trunk infrastructure for utilities were upgraded
Infrastructure planned for the next 20 years includes:
- Pavement infill projects to increase aircraft parking
- Relocation of taxiway juliet to connect hangar sites with parking areas
- New run up bay for the Northern Apron
- New points for rotary operations
- Expanding the Aviation Museum on land donated by Moorabbin Airport
SUMMARY
The Master Plan 2021 will be submitted to the Commonwealth Minister by 24 March 2023. It
outlines our strategic vision through to 2041, including:
- Safe and viable aviation activities like flight training and new airport infrastructure
- Generating economic benefits for the surrounding region
- Promoting community amenity
- Implementing sustainability initiatives
- Responsible development
- Reliable ground transportation
- Ongoing consultation with customers and the community
- Consistency with State planning policies

About Moorabbin Airport
Moorabbin Airport is Australia’s leading general aviation flight training airport located in the south-east of Melbourne. Spanning 294 hectares, the Airport is Australia’s second busiest airbase and is home to a range of general aviation activities including flying training, flight charter, aviation maintenance, as well as general and recreation aviation operations. Supporting the viability of aviation activities, the Airport also has a thriving non-aviation commercial centre, including Kingston Central Plaza and a Direct Factory Outlet (DFO), as well as an array of retailer and hospitality providers which provide employment for many local residents in the City of Kingston. Located on the north and south-eastern perimeter of the precinct, Chifley Business Park is home to leading industrial facilities and commercial offices for business customers.
Committed to safely building a sustainable future for aviation, business and local community, Moorabbin Airport was awarded ‘Metro Airport of the Year’ in 2022 by the Australian Airports Association (AAA) and is recognised as a State Significant site, a major employer and a centre for community activity in one of the fastest growing regions in Victoria.
