Airside Access

Airside Access At Moorabbin Airport

  • ALL COMMON AREA ACCESS GATES AT MOORABBIN AIRPORT WILL BECOME ACCESS CONTROLLED
  • GATES WILL REQUIRE AN ACCESS CARD WITH EFFECT FROM EARLY JANUARY 2006
  • MAC WILL COMMENCE ISSUING ACCESS CARDS FROM DEC 15TH
  • AFTER GATES GO LIVE UNLESS YOU HAVE AN ACCESS CARD YOU WILL BE UNABLE TO ENTER THE AIRSIDE OF MOORABBIN AIRPORT THROUGH COMMON AREA GATES
  • VISITING PILOTS WILL HAVE A SPECIAL SYSTEM TO EXIT AIRSIDE

Moorabbin Airport is now a regulated airport under the Aviation Transport Security Act 2004. As you will have noticed we are currently in the process of installing security fencing around the perimeter of the airport and are also constructing eight controlled access points for pedestrian traffic and two controlled access points for vehicles.

  1. New Access System Locations
    Our new airside access system will control both vehicle and pedestrian entry to the common airside areas of Moorabbin Airport. Eight gates will provide pedestrian access:
    • - Airport terminal building (*) (+)
    • - Control Tower (*)
    • - First Avenue between the Bellmann hangar complex (+)
    • - First Street
    • - First Street West side (to toilets)
    • - Third Street (*)
    • - Northern Avenue (Between Tristar and MFS)
    • - Northern Avenue (Next to Microflite) (*)
      (+) Gate with access for disabled persons
      (*) Gate with dedicated AirAccess System (see below)
    • You are reminded that access to airside is still possible through tenant leased or owned premises. However the tenant has a legal obligation to control access to airside and must take whatever measures it considers necessary to control this access.

  2. Access System Operation:
    Access will be by PROX card held closely to the access point reader. Use of this system is required for entry and exit for each gate. Each use of the gate will be electronically recorded and a digital CCTV image will be recorded. Use of any of this data is subject to the provisions of the Privacy Act.

  3. Use by Visiting Pilots and passengers. New AirAccess System:
    MAC does not offer a 24 hr presence on airport by company personnel and is prohibited from displaying access codes that can be compromised. Visiting pilots probably will not have a Moorabbin-specific access card, but by definition have a right of access to the airport, and more importantly a need to be able to get back airside to their plane. Four of the pedestrian gates (denoted by (*) ) will have a dedicated Air Access control system for visiting pilots. Details of use of this system will be posted at the gate concerned.

  4. System Commencement:
    With effect from 15th December 2005 we will begin issuing access cards as defined below to our customers. We expect at this stage to start operation of the new access system in early January 2006. Until that time gates will not auto-lock.

  5. Issue of access cards:
    • a. Aircraft with a current airside access tag valid beyond January 2006: One pedestrian access card will be issued Free of Charge and will be valid for one month beyond the expiry date of the aircraft access tag. Upon further pre-payment the validity of the card will be renewed to coincide with the validity of the aircraft access tag. YOU NEED DO NOTHING. A CARD WILL BE SENT TO YOU.

    • b. Aircraft with an access tag expiring at end December 2005. A large number of aircraft on Moorabbin airport have access tags with a calendar year validity. One valid pedestrian access card will be sent Free of Charge with each Invitation to Pay/Tax invoice sent in the December mailout. This will have a validity of two months from January 2006. The card will cease to be valid (and will not allow access) from 1st March 2006 unless a pre-payment of access charges has been made. One payment has been made the validity of the card will be renewed to coincide with the validity of the aircraft access tag. YOU NEED DO NOTHING. A CARD WILL BE SENT TO YOU.

    • c. Aircraft owners wishing to pay on a daily basis. One pedestrian access card will be issued upon payment of a deposit of $25.00. YOU MUST ATTEND THE MAC OFFICE TO RECEIVE A CARD.

    • d. Other persons requiring an access card. A number of other persons may require an airport access card. For instance instructors, maintenance personnel and members of aircraft syndicates may require access. An access card will be issued upon payment of a deposit of $25.00 and a validity of one year on the following conditions:

      • - The person requiring access attends the MAC office in person.
      • - Proof of identity is provided (a photographic ID document)
      • - Details of the person (Name, Address, reason for access airside) is recorded by MAC.
        YOU MUST ATTEND THE MAC OFFICE TO RECEIVE A CARD
    • e. Special Access points. Certain MAC facilities are unavailable at certain times of the day. For instance the terminal building is automatically locked at night. Persons requiring access to these areas may have their access cards updated to provide access upon written request to MAC.

  6. Vehicle Access
    Our new airside vehicle access system will entirely replace the old one. Two gates will be installed, the current one beside Jayrow and a new gate on Second Street. The current vehicle gate on First Street will be replaced with a pedestrian access point. Access will be by PROX card which can attach to your car keys and operates remotely. All vehicles and pedestrians accessing airside may be subject to CCTV surveillance.
    With effect from 1st December 2005 we will begin migrating current vehicle access key holders to the new system. During this time the current gates will continue to operate. We expect at this stage to de-commission the old gate and migrate entirely to the new ones in early January 2006. Your current key may become invalid from this time. You are encouraged to apply for a new remote access key (an "AirKey") from MAC. Old keys (which held a $25 deposit) can be returned and a new AirKey will be issued for an additional deposit of $50. Alternately a new AirKey (without retention of previous deposit) can be issued for $75.

    You are encouraged to apply for your vehicle access key as soon as possible. Once the vehicle gates are installed we will immediately begin operation of the new system.

    Compliance with Airside Driving Requirements.
    In order to bring airside operations at Moorabbin Airport into compliance with the Airports Act 1996 and Regulations all persons requiring airside vehicular access, for any powered vehicle including motorcycles, must present the following: - Proof that you possess a valid Airside Vehicle Driving Licence. If you do not possess this Licence you will be required to sit a simple test. This will be in the form of a multiple-choice written test. On passing the test a driver will be issued with a combined Airside ID Card/ airside vehicle driving licence with 2 year validity. A charge will be made for this licence and this will be:
    $16.50 for test incl GST.
    No AirKey will be issued unless the above Licence is held.

    Vehicle Insurance Requirements for Airside Access.
    Similarly, no vehicle may be allowed access airside unless it is a roadworthy vehicle and has adequate insurance. Before an airside access sticker is issued MAC must sight a copy the vehicle insurance which must include a minimum of $10 Million in public liability coverage. (This is a normal coverage level for the majority of car insurance policies) You are reminded that the airside area of Moorabbin Airport is not a public road and you should check with your insurer whether your insurance is valid for driving on private land.
